Мэр уволил главу стройкомплекса за несчастные случаи


Майкл Блумберг, мэр Нью-Йорка:
"Я принял отставку Патриции Ланкастер с поста главы департамента городского строительства. За последние шесть лет Патриция добилась огромных успехов в работе вверенного ей ведомства, борясь с коррупцией, укрепляя надзор и контроль, облегчая доступ общественности к информации и добиваясь высокого уровня профессионализма и добросовестности на всех уровнях департамента."

Патриция Ланкастер подала в отставку из-за недовольства общественности высокой смертностью в строительной отрасли города. Только с начала этого года на стройках Нью-Йорка погибло 13 рабочих (7 из них — во время падения крана в марте). При этом за весь 2007 год погибли 12 нью-йоркских строителей. Среди погибших были и наши соотечественники — российские эмигранты. Мэр Нью-Йорка Майкл Блумберг принял отставку госпожи Ланкастер несмотря на то, что высоко оценивал ее деятельность на посту руководителя строительной отрасли города.

В Москве в 2007 году погибли 50 строителей, в 2006-м — 67. Эти цифры обнародовал глава московского стройкомплекса Владимир Ресин в марте после ежегодной панихиды в храме Христа Спасителя в память о погибших строителях. "Даже если погибает один человек — это трагедия",— сказал господин Ресин.

Historic house will come down


For Leo Birov, economic factors -- not recklessness or sentimentality -- drive the decision of whether to take down a house and rebuild.

Birov, the president of Northfield-based Heritage Luxury Builders, has recently come under fire since his company in January applied for the demolition of what some Winnetka residents consider to be a historical relic at 412 Walnut St.

The house was built in 1910, likely by John H. Hamilton, a partner of the well-known architect, Dwight Perkins. Their firm designed such landmarks as Hubbard Woods School, Skokie, New Trier Township High School and the lion house at the Lincoln Park Zoo. Dwight Perkins's son Larry designed Crow Island School.

Birov will present his case to the Winnetka Building Review Committee on March 13. The village requires the meeting to discuss demolition alternatives, but Birov has the final say regarding the property.

For Birov's company, the planned demolition boils down to costs. To modernize the house could cost up to $1 million, which would rival the costs for building a new house there.

In its current state, the 5,400-square-foot home wouldn't meet standards for a more modern, technology-driven home-owner, Birov said.

"People work from home, they have offices," he said. "They're looking for more space."

In addition, the house sits in the center of its lot, which would be a turn-off for an owner who would want a larger backyard.

He noted that the house had been on the market for more than two years before the owners approached his company.

"They came to us because they couldn't sell the house," he said. "If (buyers) were interested, they'd see it wouldn't pass inspections, and they would walk away."

Birov added that it would be undemocratic to prevent a property-owner from making his or her own decision about what to do with private land.

"It's a free market, and it's a free society," he said. "You can't force a house to sit on a lot forever."

Susan Hamilton lived her childhood years in the house her grandfather designed. Through high school, she and her siblings forged a very personal relationship with their home.

"I spent a lot of time living in the house, and I know every nook and cranny in it," she said.

The Hamilton family lived in the house for 45 years.

"It just absolutely breaks my heart that they're thinking about destroying it," she said. "If I had money, I'd buy it or do something, but all I can do is pray about it."

When Hamilton learned the house would be demolished, she asked that a few items be saved for her.

Heritage Luxury Builders intends to salvage the house's stained-glass windows for the family.

"We plan to not just demolish the house. We plan to look at the historic elements," said Victoria Birov, who works with the company and is the daughter of Leo Birov.

Hamilton said she doesn't buy the argument that the house is outdated. Her grandfather, she said, took into consideration several aspects that other builders at the time might have overlooked.

"My grandfather was way ahead of his time," she said. "That house had laundry chutes, all the closets were cedar-lined so there wouldn't be moths, there was good use of space."

Her brother, John Hamilton, agreed.

Some features of the home -- handrails, for example -- might not seem significant, but he said those features are worth noting.

"There are features that exist in every home now because of his pioneering work," he said about his grandfather's design.

John Hamilton was much younger when the family moved out of the home, but he said he would be sad to see it go.

"I think it's tragic."

Difference of opinion

Winnetka has no ordinance against demolition outside of a historic district, said Posey Fischer, chairwoman of the Landmarks Preservation Commission.

Still, the commission took an interest in the Hamilton House and has followed it through to the Building Review Committee.

"There were over 60 demolition permits requested last year, and this is the only house that we're really trying to save out of those 60 permits, unsuccessfully," she said. "That house will come down."

She encouraged interested community members to attend the March 13 meeting of the BRC, which will be at 5:45 p.m. at the Village Hall.

Birov said his company followed the proper procedure for obtaining a demolition permit. There is no demolition schedule yet, but he said the hoopla surrounding the house has unfairly slowed down the process.

The company has contracted with new owners to rebuild on that lot, and Birov said he intends to honor that obligation.

Birov recognized the historical significance of the house and the attachment some residents might have to it, but he said it should not interfere with necessary, and likely inevitable, progress in Winnetka.

"It will probably be torn down again in the future, but I don't think I'd lose any sleep over it," he said.

Home digest | 'Spooked buyers' amid bad news, slow sales



Yorkville tops the Chicago area with a total of 3,000 unbuilt lots at year-end 2007, according to a homebuilding industry survey. Joliet has about 2,100 unbuilt lots, followed by Elgin (1,600) and Pingree Grove (1,500).

Homebuilding companies are also planning much construction in Huntley (1,200 unbuilt lots) and Woodstock (1,100), the report said. Naperville, Oswego and Aurora are in the 750 range, followed by Lockport (600).

These municipalities are all in the 500 range: Lakemoor, Montgomery, Volo, Hampshire and McHenry, according to the survey. New Lenox, Gilberts, St. Charles and Plainfield are in the 300-350 range.

So where is the Chicago area in the homebuilding market cycle now? "The national papers say we won't hit bottom until the third quarter of 2008. I suspect that, in Chicago, we bottomed out in late 2007 -- when we dropped to annualized rate of about 10,000 for-sale permits in the suburbs -- from an earlier rate of 18,000," said Steve Hovany, president of Strategy Planning Associates. The Schaumburg-based homebuilding industry consulting firm also produced the survey about unbuilt lots.

"The awful weather and road conditions have contributed to an even weaker start in the selling season, but we expect the pace to pick up as soon as the weather clears," he said. "A backlog of buyers is building up who have been sidelined for over two years."

How rough was 2007 for the homebuilding industry?

"Well, just over 30,000 permits were issued for [the Chicago area] in 2007," Hovany said. "The city [of Chicago], while down overall, has kept up their permit count, and is now mostly concerned with an overbuilding problem. But in the suburbs alone, the 32,000 permits in 2005 led optimistic [builders] to gear up for 40,000 permits in 2006. We finished last year with about 15,500 permits in the suburbs, only about 30 percent of the capacity with which we entered 2006.

"While the individual building companies have downsized, the number of active subdivisions has remained almost the same," he said. "New openings have declined, but existing [new-home] projects are struggling to close out. We find that 10 to 15 percent of the active development programs are in some stage of shutdown or mothballing. We expect this to increase to 30 percent plus. But it will lead to recovery for the remaining projects."

Have the homebuilding company executives learned any lessons during these tough times? Do they still expect people to buy new homes at the astonishing pace of 2005 and the other glory years?

"2005 is old history," Hovany said. "The market is bouncing along the bottom and forming up the next wave. There are many good things: great mortgage rates, best affordability in years, great selection and better products. The worst is a spooked buyer aggravated by [news of] foreclosures and failed projects."

Will the building companies begin buying greenfields again this year or next year?

"Two big trends this year are intensification in built-up areas and the reworking and renegotiating of large and small failed projects," he said. "Doesn't leave much demand for far-out greenfield development."

Do homebuilding companies now have a grip on what's going on? "Expect more failures as the year goes on," Hovany said. "Some companies get it, others don't. But between intensification and reworking of projects, buyers will find what they want closer in."

Visitors to new-home developments (called "traffic" in builder parlance) totaled 114,150 in 2007, a 27 percent drop from the previous year, according to Greater Chicago Market Report.

KB HOME closing office


KB Home, one of the largest production home builders in New Mexico, is closing its Albuquerque office and will no longer build in the state, the company announced Friday.

KB recorded losses of $772.7 million in the fourth quarter of 2007 ending Nov. 30. The Los Angeles-based company's home sales for fiscal year 2007 were down 26 percent, with revenues of $6.42 billion, down 32 percent from 2006.

Last year, KB and several other production home builders in central New Mexico announced employee layoffs after new home sales starting slipping downward.

The company also plans to cease operations in Chicago and the mid-Atlantic.

It will finish current projects in Albuquerque, and said it will continue to service warranties on existing homes.

Real estate prices surge in Moscow

The cost of apartments in Moscow is on the rise again. The latest surge comes after 2007 saw prices flatten out somewhat after the record prices reached in 2006.

Moscow’s real estate prices appear to be on the rise once again - with some estimates as high as 10% over the first two months of 2008. And some reports put the average cost per square metre of housing in the Russian capital at almost $4,800.

Economy, business, and high-end real estate are all exposed to the trend as more people look to buy into property, according to Ekaterina Thain, residential department director of Knight Frank.

“There is still a huge imbalance between the demand and supply and the supply is very limited in the centre of Moscow, particularly for newly built houses. The stock market is not doing very well at the moment so lots of people are trying to move their money from stock and try to invest in properties. But last year most purchases were made for personal use,” Thain said.

Some people may be rushing to buy while large loan-to-value mortgages are still available. On the other hand, only about 10% of apartments purchased in Russia are bought with mortgages.

Real estate is an attractive investment opportunity for many Russians averse to putting their money in other places.

CIS Development Director of Swiss Realty Group, Ilya Shershnev, has evidence that most apartments in business or upper-class buildings are purchased by the same people.

“They invest money in real estate and they purchase a flat not for themselves or their children - they buy 10, 15, 20 flats. It’s like an investment for them. So that makes a great problem for the market. Real estate taxes are still very low. If the government starts taking taxes from the real prices of real estate, people would not be able to afford those taxes,” Shershnev said.

Experts differ on their predictions of how the market will perform this year.

Some expect prices to go on rising, while others see the market stabilising.

Whatever happens to prices, the desire of people to purchase flats and establish themselves as property owners looks set to continue.
